At first, I said yes, it would be considered cheating because technically your are still married until you get a divorce.
But then I thought about it and I can understand people on the verge of getting a divorce, not considering it cheating. If you do not live with the person or have no contact with that person it's not considered cheating, because you really aren't together. I think cheating only applies if you are still with that person (physically or emotionally).
Now if you asked if they were still considered married, I would say yes. Until you get a divorced, you are still married.
