A person should realize to keep an “off and on relationship” off AFTER THE SECOND BREAKUP.
Few things happen planned and many things happen unplanned, so the relationship will never be the same time after time. It might get better or worse, but why waste your time, if it’s not worth it.
Many people stay in a relationship because they’re either too comfortable, afraid to leave, or feel like they’ve invested too much in it, but that’s still no reason to be with someone when you’re unhappy and the relationship isn’t going anywhere.
The first breakup is usually because things didn’t go well and you should ONLY give your partner another chance if they proved that they’ll be a much better partner the second time around. If a partner doesn’t tend to their partner needs and wants the second time around then it should be called quits completely because it would show you that your needs and wants mean nothing to your partner.
A partner might have not known what to do the first time, but they should know what to do the second time around, so there shouldn’t be any excuses.
Overall, people are only going to do what a person allows them to do to them, so once a person understands their worth then they will be treated with the respect they deserve.

I think you should keep and on and off relationship off after the second breakup. It makes no sense to keep going back and forth to the same person that you obviously have a lot of issues with or you wouldn't continue to break up. Sometimes you just have to give up and move on. It's never go work out.
There is something about you and that person that just doesn't click. The more you keep going back and forth with that person, the longer it is gonna take for you to move on with your life and vice versa.
