What qualifies to make someone gay or lesbian is SEXUAL ACTIVITY. Without sexual activity, a person would just like someone or fantasize about them which is perfectly common in any human.
Sexual activity can include kissing, holding hands, touching privates, and most of all sex.
A person liking or wanting to be with the same sex.
